Tinubu Receives DSS-Cleared Ambassadorial List, Considers Staggered Senate Submission

President Bola Tinubu has received the finalized list of ambassador-designates for Nigeria’s 109 foreign missions, following completion of Department of State Services (DSS) security and background checks.

Multiple Presidency sources confirmed to The PUNCH that while the list is ready, transmission to the Senate for screening awaits Tinubu’s final approval, with funding constraints shaping the timing.

The nominees include a mix of career diplomats and political appointees, with plans for a phased rollout prioritizing strategic partners such as the United States, United Kingdom, France, Germany, China, India, and ECOWAS neighbors Ghana, Niger, and Benin. The staggered approach is aimed at managing costs estimated at over $1 billion for settlements, vehicles, renovations, and operational expenses.

Foreign Affairs Minister Yusuf Tuggar’s November 3 meeting with Tinubu reportedly finalized the list, removing deceased or retired nominees.

The appointments come amid heightened diplomatic tensions. On October 31, U.S. President Donald Trump designated Nigeria a “Country of Particular Concern” over Christian killings, warning of possible aid cuts and military action. Sources close to the Presidency dismissed any direct linkage, stressing the ambassadorial list predates the designation, but acknowledged urgency in replacing chargés d’affaires who lack full negotiating authority.

Nigeria’s 76 embassies, 22 high commissions, and 11 consulates have operated under interim leadership since September 2023, when 83 envoys were recalled for a policy reset. Analysts warn the vacuum has hampered trade—valued at $30 billion with the EU—and weakened security partnerships.

Tinubu is expected to unveil the list ahead of upcoming G20 and African Union summits in South Africa and Angola, signaling renewed diplomatic assertiveness. Potential appointees mentioned include former lawmakers Shehu Sani and Reno Omokri, alongside ex-governors Okezie Ikpeazu and Ifeanyi Ugwuanyi.
